Why can't I fulfill a Sales Order when I have Inventory on hand?

I have an item in my inventory that shows I have 75 on hand but when I try to sell it on a sales order it tells me it can not fulfill it because I don't have enough. The item is listed as an EA and sold as EA. I have done inventory adjustments to make sure the qty in the system is positive and accurate.
