Concurrent SOAP Request results in 429 error

As per docs, the minimum number of concurrent requests allowed is 15(10 is the base limit + 5 account limit).

But when we are sending 10 concurrent requests to Oracle Netsuite we are getting 429 errors with SOAP Fault -> ExceededConcurrentRequestLimitFault.

Note: We are using TBA(token-based authentication)


Any reason why we can be experiencing this issue?
