Why NetSuite allows Assembly Unbuild to be processed for an unbuilt assembly item?

We have a couple of Part numbers that have negative lot values in the system. 

Z203732 (MS4-230714) they were able to do an unbuild on lot never built

Z203172 (MS4-230714) they completed an Item Fulfillment but stock/lot was never built

Z203732 (MS4-230713) they were able to do an unbuild on lot never built

Shouldn’t an unbuild only be allowed if the combination had been previously recorded?

How can we ship a lot/part not previously built?

In terms of cleaning the report up. What is the best way? For the Unbuild is best to rebuild? And for the item fulfillment, do an adjustment?
