NON-DEDUCTIBLE Feature - Countries eligible for feature

As always, thank you for your responses in advance!
We have a client who is using the NON-DEDUCTIBLE tax feature in NetSuite, it works well for many nexus.
They want to use it for Greece but cant setup a NON-DEDUCTIBLE code as the NON-DEDUCTIBLE checkbox isnt visible when creating a tax code for greece despite having a VAT type and control account setup for NON-DEDUCTIBLE tax.
Is greece not eligble to use this feature?
Secondly, is it possible to use this feature for countries which use tax groups like canada, US and Australia?
