1hr minimum billing charge rule

For project, charge based billing-

How do I set up a rule that will round up to the first hour of a time entry but does not round up any amount over that? So it would round .5 to 1 but not 1.5 to 2. I want to charge a 1 hr minimum for each time entry without modifying actual time worked.
