Roles Across different Subsidiaries

I am after some advice, we have multiple countries (OneWorld) and when the users were originally set up the role was given access to all subsidiaries. Whereas now we are thinking of restricting the users to just the ones they are responsible for.
I am thinking it is best to just have a role per (Subsidiary) Country and then assign the appropriate country roles to that person, then they will have to change roles to change country. So for example, we have an Accountant Role we create an Accountant - SG, Accountant - AU, Accountant - JP etc., then just assign the role based on country they manage?
