Cannot set Tax Code in Workflow for a non-taxable item

Since Netsuite cannot handle Colorado Delivery Fee with Avatax, we have to build this workflow as a workaround:

When an order is created (via UI or Web Services) and if that order has " CO " in its shipping address, add a line item ColoradoDeliveryFee (other charge item, non-taxable). So far so good.

When the workflow is active, as soon as an order for Colorado is created it fails with this error on a blank screen: Please enter value(s) for: Tax Code

  1. The item is non-taxable, not sure why the Tax Code is still required
  2. Tax Code field name is not visible
