How to enable Engineering change order ?

I have a new account where I can't enable the engineering change order.

I've follow the steps on suiteanswer but when I look up for the Supply chain management bundle and I click on view a message appears on screen saying "You don't have access permission to the bundle"

Someone know about this ?

If so, how should I proceed in this case in order to install the bundle and proceed to configuration ?
