How can you set the Global Subscription Status to appear with option when adding?

When I add a new customer or contact manually or via CSV the Global Subscription Staus defaults to Opt-Out and the Subscriptions all show No. I how can I set the default upon new creation to show as Opt-In and the subscriptions set to yes.

I have performed a global system update and have been the changes needed looking to set the default going forward.
