Reasons for backordered items

Hi, what are the possible reasons why items are back-ordered, aside from the fact that there is currently no available inventory for that specific item?

Example:
Item: XXX

  • Qty on hand: 639
  • Qty committed: 0
  • Qty available: 639
  • Qty back-ordered: 1,692

When I check the Inventory Back Order Report, the transactions corresponding to the 1,692 back-ordered quantity are Work Orders and Transfer Orders. Why are they back-ordered when there is still available inventory?
