Is it possible to know who changed item inventory location data, like WO Fixed Lead Time for ex?

We sometimes have data that looks strange in these inventory location rows of the item, and we want to be able to track when it was set, what it was before, and who set it. Like system notes. Is this data available anywhere for me to access it?
