SDF Setup - No 'Developer' role to assign

Following instructions on configuring NetSuite for SDF use. Have also installed and configured Visual Studio with SDF extension.

Instructions specify adding the 'Developer' role to my 'Administrator' role, but 'Developer' role does not appear in the role dropdown or anywhere else I look in NetSuite.

How to proceed?
