System commits inventory after an inventory adjustment - after record submit workflow not firing

We have a workflow that sets the ship via based on to total weight of the committed order lines that are ready to ship. If an order is created and back ordered and the system later commits (due to an Item Receipt or Inventory Adjustment), it seems the workflow is not triggering After Record Submit actions.

Ex: Order created @ 12:21 PM. Location assigned, no inventory, line is back ordered.

@ 12:23 PM an Inventory Adjustment is created to add inventory for the back order. The workflow initiated but the After Record Submit function never runs and the After Record Submit UE script also never runs. Later in the UI, I edit and save the record and the WF After Record submit fires and sets the ship via properly. Any thoughts on how to execute a workflow to act on an order after it is committed by the system?
