Why would WIP Work Orders with Built Qty Stay 'In Process'?

We have WIP work orders with all components Issued, Built Qty is > Planned Qty, and Status is still 'In Process', not Built.

Issue on 6/1, Completion on 6/1, Production Start and End Dates both 6/1.

Sheduling Method: Forward

I found this SuiteAnswers article:

Work Order Still Show in Process Even When Quantity Is Built

However it is all about assembly builds, not WIP Work Orders.
