Mobile Customization - How do I customize an action?

I'm following instructions here and the navigation on my environment just isn't the same. Do I specifically need SCM mobile? I have WMS for mobile, is that different?NetSuite Applications Suite - Configuring Pages and Actions for Custom Mobile Processes

This is the part I can't navigate to

I can get to 2B but my mobile processes don't have View, they either have Clone or Configure

Then 2C there is no Pages subtab, I have Page Element and others, so without images in these instructions I'm already lost.
For 3, looking at the page I don't see any option to edit a selected action, selecting an action doesn't appear to change anything on my page or present any new options for configuration.
