Different version of error "Unable to find a matching line for sublist apply with key: [doc,line]"

I encountered this error during import of vendor payments: Unable to find a matching line for sublist apply with key: [doc,line].

I utilized Oracle NetSuite Documentation and tried every suggested fix and none of them worked. I googled it, none of the suggestions worked. I used Chat GPT and that did not help. I created a script to bypass the CSV Import tool, same result. I asked another developer to try to figure it out. He tried the import with his own file and it succeeded without errors. I deleted the vendor payments he created in NetSuite and used his file and his saved import job to do the import. I encountered the error again. I got on a teams call
