Stop trollys from showing in pick wave

We have cart that are set as inbound staging bins, "Block from Wave Order Picking" is checked.

In the Picking Strategy the "Include Inbound Staging Bins" has been unchecked.

However when a wave is created and there is a item that only has stock in a cart the a pick task is still created with no bin.

Based on what I can tell this should not be happening, but it is, so how do I prevent this from happening?
