Can you use a One Time Use Promo Code on Quote and Sales Order?

We have been using NetSuite since December of 2020, but just recently started using the One Time Use Promo Codes. We work with a lot of schools, so often times the customer is starting with a Quote. Once approved we convert the Quote to an Order.

My users have a couple of examples where the One Time Use Promo Code was not applying to the Sales Order. Once they removed it from the Quote, they were able to apply it to the Sales Order.

But to me it seems like I should be able to use in both places. Any ideas why this would happen? Or is this how these natively work. Can only be on one transaction, and not both the Quote and the Sales Order.
