Reopening and bulk closing periods again can affect consolidated exchange rates?

Hi all,
I think the answers is yes, but I wanted to better understand the reason for that. I guess this is because of the revaluation of previous periods, but I am not sure if this is how consolidated exchange rates table gets updated.
