Web Store Item Limit for Customer Center

Hi everyone,
I am seeing the following under Setup > Company > View Billing Information in our Netsuite account:

Web Store Item: Provisioned qty: 500

We dont have Suite Commerce or a website configured, and we are only planning to use the "Display in Website" checkbox on item records to control item visibility in the Customer Center. We are not launching or using any website from the Netsuite account.

Could someone clarify what exactly counts toward the “web store item” limit

For example does simply checking "Display in Website" on an item record consume the limit? Or is the limit only consumed once an item is assigned to a site, category etc?
