Account for Corporate Card Expenses field missing from expense report

Hi, for a custom role (that DOES NOT have the restrict time and expenses box checked) does not see this field on the expense report while other custom roles do. I've tried many different permissions to see if I can get it to popup and it doesn't. The role differences are a lot so it's not obvious

The role has no other restrictions and access to all subsidiaries and books. There are multiple credit card accounts.
