Ship Central Preferences round 2

Hi all. My previous questions was locked and hidden for some reason (no response from the moderators as to why…???)

I was able to access the Ship Central Preferences from my Administrator Role in Sandbox. But I am receiving the same error message when I try to create a New Shipping Label Reference: "You Do Not Have Permission to Add Records". I have tried in both my Administrator Role and the Ship Central Manager Role and receive the same permissions error message.

I created a custom role based off of the Ship Central Manager Role and added the core Administrator permissions and many of the custom ones as well. Still the same permissions error message when I try to create a new shipping label reference. Let me know if there is some sort of special custom records permission that this reference list is categorized under that I need to give my custom role access to.
