Message if Shipping Method Left Blank Workflow

I do not see the field Shipping Method in the workflow selection. I built the one below, but the message does not pop up as I am testing. We want to alert the customer service team if they fail to populate the shipping method. I set this field as mandatory, but if they did not fill the information in, all the items on the order disappeared when they hit the go back button. So I would rather just have a pop-up message. Any ideas on why this may not be triggering?
