Landed cost allocation methods: What is 'other transaction'?

On an item receipt record, on the 'landed cost' subtab, you can see the following methods:
I had assumed the only difference between 'Other Transaction' and 'Other Transaction (Excluding tax)' was that one was inclusive of tax/gst while the other was exclusive.
I asked NetSuite support who responded with a number of an enhancement request (Enhancement 153628) to include tax.
What is the difference between 'Other Transaction' and 'Other Transaction (Excluding tax)' since it clearly isn't tax.
To test, I created two item receipts, one with each method.
The result was exactly the same: the GST exclusive amount of a vendor bill was allocated to the item receipt .
