Approval Rules Blocking

Hello,

Hoping you all can spot whatever I am missing. I am getting an error about a rule not being unqiue but I have no other rules that meet this criteria or priority so I am at a loss. I have created and deleted rules like this previously and am wondering if the deleted rules are somehow stored somewhere?

Rule I am trying to create: If over $100k, route to specific user.
