We have had teh same issue in the past two days with the same vendor. Two users on separate computers were unable to save a receipt w/ same error you report. When brought to my attention, my administrator role was able to save the receipt. I figured it was random till the second occurance.

Well - if the market demands concurrent licensing - then the suppliers must supply. I'm solicited frequently to switch ERP packages (greatplains dymanics, SAP, JDE, Etc) - most of which do have concurrent user licensing. So - either NS reduces their income by my 'non-concurrent' users . . . or all of em.
