I figured it out. In the charge rule filters, I created a new line Duration>Less Than> 1. That way it applied to rule to only round up if it was less than 1 hour.

Hi Patrick, Yes I am using the Administrator role. I was able to delete all the Pending/Ready to Bill charges. but I am unable to delete the prior charges that have been fully processed and billed.
