Have you tried the One Page Checkout preference for Reference Checkout?

The Custom Checkout folder must have lower precedence than the Reference Checkout. Check if you have properly set the Reference Checkout SSP Application libraries. Since you have installed a fresh reference checkout page, have you re-triggered the combiner files to generate the Application-xxx.js and the Templates-xxx.js?

Might be related to missing assets within your SSP Application or you have not configured the libraries correctly.

If the feature is not available for checking, a support case must be filed to have the feature visible so you can enable it.
