Thanks Robert, These charges permissions are already set to full for the role along with invoice permission at edit. That is why I am a bit lost, looked into all the permission factors but no luck. Posted this on the slack channel and few of my buddies are also lost on this too. I might just create a separate saved search…

Find transaction permission is already at full level, and also note that this is not a purely transaction saved search either, since there is no transaction type called Fixed Fee Charge. That was my first assumption.

found a work around - added custom field (drop down list) for default transaction form at the customer record level - which will define which template to use.
