Problems with a Scheduled Workflow Not Executing

Hello,
I'm trying to create a workflow which is scheduled to view a set of blank custom fields in a Sales Order transaction and if all are blank, populate with certain values based on criteria from another field within the transaction.

I have the workflow setup and it works perfectly when the summary initiation is set to On Create and On Update and the Actions which set the field values are set to Before Record Submit. I am trying to perform the same set of actions on records that may not have been updated by the user- meaning if a user is not going in to edit mode in the record, this workflow will not initiate but I need it to. It was my understanding that if you change the summary initiation to scheduled and base it off of a saved
