problems with time field validations

I'm using SF to validate some time fields and it's not working. For example, return user error - after field edit when a "start" time is after an "end" time.  Or return user error - Before User Submit when a user enters times that fall outside of normal business hours.

It may run fine on testing, but when I launch it many users aren't able to save the record, getting an "unexpected error" message instead. 

Anyone having problems with running validations on time fields?
