Send Email Action Not Sending

Hello, I have created a workflow for an approval process on our estimates.  It seems to be working fine with the exception of a send email action.  The action works when I (with the administrator role) run it.  However, when other roles use it (who have edit permission on an estimate), it completely skips that action in the log.  The other actions, set fields and add/remove buttons are working fine.  I will continue to test using other roles but I'm wondering if there is some special permission or something that would cause the send email action not to work?
