When is Web Lead set to T?

I am trying to create a workflow that sets the Terms on a lead to null when the lead is created through the Web site. However, when I set any trigger type with the condition of Web Lead = T, the workflow does not run. I can see that the leads are being set to Web Leads, but I can't figure out how to trigger the workflow...
