Email with PDF Attachment (PDF Fail to base on customer locale)

I used the .locale syntax to determine the customer language.
The two print function print and print using customer locale are working correctly.

But when using the communication->email function, the attachment fail to convert to customer language.
Anyone got the same case and got ways to solve?
