Time Tracking on Tasks for Administrators

Does anyone know why Administrators don't have the ability to track time on a task?  When I click the task, the Time Tracking subtab doesn't display.  It works just fine when I use a different role, just not as administrator.  Is there something special we have to do to get that turned on for the Admin role?  Thanks!
