Role Restriction by Subsidiary

I have a role that I have restricted to 1 of our 3 subsidiaries.  For some reason this role is able to see locations and revenue tiers that are linked to all 3 subsidiaries ONLY on the Project/Job Record.  Why is this?  It appears to be working on all other transaction and entry forms.
