Locked Account -- Can not use Netsuite

Our account is locked by Netsuite because we dispute billings for two months when we could not use the services owing to issues that only Netsuite could resolve (case#s 529020, 529952, & 533640). We got no support from Netsuite. Finally, I posted my problems on this forum and Evan Goldberg of Netsuite who is active in this usergroup helped me get someone from support to call me to resolve the issues. It took two months before we could restart using Netsuite. Should I pay for services for those two months when Netsuite was down, and current bills from Netsuite when
