Cannot Access NS User Group

I had several of my employees(all with NS licenses) register as a user in NS User Group but they all get error: you do not have permission to access this page... you user account may not have sufficient privileges... I looked at SET UP Users and Roles and cannot seem to find any RELEVANT permission to grant. Several are Manager roles. Where do I go to give permission for them to properly register with NS User Group?
