customer has no permission to proceed to checkout or add to cart

I just set up my sandbox with mont blanc after a refresh. I have the web store set up but I cannot enter an order online as a customer. I checked the customer center role rules and our custom customer center role rules against the requirements for SCA and still nothing has changed. The customer is able to log in, go to the shop, select an item and then if they choose either "Proceed to Checkout", "Continue Shopping" or just do nothing (the loading wheel keeps spinning at this point) it will take them to a screen that says "Not
