Changes to JS and TPL Not Reflected

Hi,

I have made changes to simple template tps and javascript files but the changes are not working when I test locally. I also deploy it but still nothing.

What am I doing wrong here?

For example I add a text in the order_wizard_submitbutton_module.tpl, the local server picks up the changes. But the text is not displaying in the button.

Is there an issue with my gulp caching? btw I am using Vinson.

Please advise.
