SCA welcome page defaulting to cart page

Hello friends

One SCA vinson website we have defaults welcome page to cart page, was coded by someone else.

Can anyone quickly suggest what setting in netsuite controls this? I need to default to homepage.

Also all category and other pages need #cart in the Url to work.
