Email Marketing Groups

I'm trying to use a Saved Search to create a dynamic Group for running an optimal general email marketing campaign to all leads and customers. My saved search filters were the following:

Email is not Empty
Campaign Response: Response is not Failed...
Campaign Response: Category is none of Bounced, Unsubscribed...
Campaign Response: Subscription is any of Soft Opt-In, Hard Opt-In

When I run this search, I see that new leads have not been added to the group, and my campaigns using this group show a very high # of bounced emails, which is exactly what I'm trying to avoid.

How do I create the "cleanest" but most comprehensive email marketing list of all leads and customers?
