Using Fomulas in the Criteria tab of a search

I am attemping to create a case notification system (I know There is a bulit in system for this but it lacks any intellagence) and I was the alert to be sent if a case is updated by anyone other then the Tech that is assigned to that case.

I tried to use a formula in the criteria tab that was (Case when {systemnotes.name}={assigned} then 0 else 2 end > 1)
