Budget Splits

Hello - creating my first budget in Netsuite and using the upload tool.  I am looking to allocate one department accross three classes.  What is the best way to go:  repeat the department three times in my upload file, using Excel to allocate my costs, or is there a way in Netsuite? 

(I am using OneWorld, but am only using the global budget category).
