Track Consumables

How does a company track consumables such as printer ink, note pads or even toilet paper. I want to track these things but using Inventory seems a bit long winded for handing out these consumables but I would like to track them - also do I need an internal customer if I am forced to use Inventory or do I just adjust stock ? Seems a basic requirement that most companies would have but missing from the main product?
