Making a Copy of a Sales Order

When our reps make a copy of the sales order, if that sales order has a PO attached to it, it will automatically create the same PO on the new SO.  Is this correct and how it should be?  My reps believe it won't copy the attached PO but it does each time.  Can anyone relate to this or know the correct workflow on what happens when you create a copy of an SO that has a PO attached?
