How to Send out Free Samples (Promo items)

Hi -
We're using NS, but our own website - not the NS webstore.

We are trying to figure out the best process to be able to have the reps send out some free samples.  We were thinking of having the reps still enter the quote, sales order and invoice - process, but the amount would be $0. 

Using the process we use for everything else seems good - for consistency.

We also want to track the $$ of what we're giving away, including shipping, and somehow limit the $$ per rep per month of free goods.

Does anyone else do something like this?
