International Checkout Not Working!

When a customer tries to enter an international address it gets denied by our fraud filters because the zip code does not transfer from NetSuite to PayPal (Payflow Pro).  When you look the transaction up in Paypal Manager it is blank, but the customer did enter it into NetSuite. 

NetSuite says its PayPal, Paypal says its NetSuite.  Please help!
