Can't enter handling charge on sales orders

*We didn't seem to have this problem prior to v11.  I received a call from our shipping department today asking what had changed.*

When entering a sales order, the handling field is inaccessable (grayed out).  Previously, we had it set up where it was entered on the shipping item as a flat fee entered as 0.00 so we could just change the 0.00 to whatever we needed, as our handling fees differ for certain customers.

Currently, it lets us change the shipping to whatever we want, but the handling is grayed out at 0.00.

I do have "charge for shipping" and "charge handling separate from shipping" checked under set up accounting.
