Can prices on Cash Sale be made non-updateable?

I want to make the item price non-updateable when entering an order / cash sale. Is their a permission privilege for this that can be assigned. I want this so our partners via APC can only offer products at a fixed price.

I am sure this can be done - it has been a long week!
